Default Body part

looking to know what part this is that is rotted out. Sits near the bumper stabilizer bracket/rod. Is it structural or is it easy to replace? Any help greatly appreciated. 2005 Chevy express 2500.

I can't see what it's attached to. Take a photo from further back please.

I'd bet you have to take the whole front end off to replace it.

Looks like the rest of the frame is not far behind.
