Default Brake & Steering Problems

I have a 2005 Express 1500 van. First, I was losing steering fluid. I've been putting in Lucas steering repair until I can get it looked at. Thursday, the brakes went out completely....tried the emergency brake, nothing. Finally had to use the transmission to stop it. I checked the brake fluid. I was able to put about 1/2 a bottle of DOT3 in it. I went down my street. I can now stop the van; but the brake pedal is all the way down to the floor. Pumping it doesn't work, cuz it doesn't pump. I believe it has hydroboost. How do I check for sure? I had been thinking I would need a new rack & pinion assembly, because of the leaking steering fluid. From what I'm reading, a bad hydroboost can cause brake and steering failures, so now I'm wondering if that is the problem. I had no luck finding leaks in the brake lines or master cylinder. ​​​​​​​I drove it down my street again just now. I can stop it, not particularly crisply, but it stops. The pedal is all the way to the floor. This time I could feel it in the steering wheel. The van has had the death rattles when the steering fluid was low before. It just feels like something is dry that isn't supposed to be. The brake fluid is at exactly the same level as I filled it to yesterday. The problem on my end is my fixed income has me very squeezed at the moment; so I ned to get this back on the road as cheaply as possible. Any thoughts would be appreciated.
