Express hard shifting 1st to 2nd. Any ideas?

I have a 2000 Chevrolet Express 5.7 That shifts hard betwen 1st - 2nd after about 40mins of driving?
First i changed fluid and filter..still does it
added Lucas transmission slip fluid...it helped for a while but the problem came back
Removed the transmission and had it rebuilt by a good friend of mine. (new torque converter and clutches)...And it still does it!
My friend is very good on transmissions, he builds them for drag racing teams here in the U.K. He said he couldn't really see anything wrong with it when he stripped it down. But he'd never worked on this perticular transmission before, we decided to change the torque converter and clutches as the transmission was already out and the vans got 112k miles on it.
we also flushed the transmission radiator
The problems still the same..Any ideas? is there a comon fault with these vans?
As i'm in the u.k we don't have any mechanics or workshops here that know anything about these vans

Try checking the variable resistance on the TPS as you move the throttle.
I was hoping this was my hard shifting problem, but the readings changed from 3K ohms to 10K ohms, ruling out this idea.
