2002 tahoe low idle when cold outside

My 2002 Tahoe with 130k miles. in the winter when start it, it has a very very low idle. if i turn it off and restart it a few times it idles normal. sometimes i have to restart it once, sometimes 4 or 5 times. Doesn't mater if the motor is warm or not. If i 2 foot it and drive it with the low idle it doesn't get better. I have to turn it off and restart it. Does not do it in the summer. Any suggestions?
