Default Balancer Bolt - Gen 1 - Does it actually tighten against the pulley?

First build. Gen 1 350. I pressed the balancer on and mounted the pulley with the three pulley bolts. But I'm told I need a central bolt for the balancer.

The pulley hub fits just inside the balancer, so a bolt into the crank would actually tighten its washer against the pulley, not the balancer itself. Is this the way this works?

Seems strange that the pulley would have three bolts holding it to the balancer, but this central bolt also.

If you're saying the three bolts hold the pulley to the balancer, and a center bolt to the crank, IMO, yes.
