Bluetooth Not Recognizing Cell Phone

I just inherited a 2010 Impala. Owner never used OnStar and never used Bluetooth. I am not able to set up Bluetooth. When I follow directions in manual the radio does not recognize when I say "bluetooth". I am trying to pair my Samsung 4 cell phone to it. Bluetooth is active on phone (and syncs to my Fitbit) but does not show any other devices to pair with.
Last 8 digits of VIN is A1112452.
Paperwork does not mention OnStar or Bluetooth but OnStar is available.
I only want to use Bluetooth without a subscription to OnStar.
I have seen other posts but w/o a clear answer.
Please help.
