Default Broken exhaust bolts

On my 95 Tahoe I have 2 broken exh. manifold bolts, 1 is on the driver side rear,the other is pass, side front. I have had quotes of $600+,the motor has 175,000+ miles on it. What I am wondering is it worth fixing or should I go with a new motor(crate-long block)I know it will be more to change motors,but is it wasting $$$ on repairing the exhaust.

this might sound dumb but if you broke them off with the manifold still on you might get away with taking the manifold off then there might be enuf off the bolt sticking out of the block to get vice grips on them to get them out. if u can get the motor hot then they might come out beter

I didn't break them off the broke by them selves. from what I can tell the broke flush w/the block.
