Default Electrical Mayham

I have a 2002 Chevy Silverado. It has the 5.3L motor in it. I have been working on figuring out why when the motor heats up I can't go about 1500 RPMs. I have found that my Engine coolant temperature sensor is only reading 2.12 volts for a reference directly out of the PCM and at the wire and the cam position sensor is 0 for reference at both the PCM and the harness. The weird part is it runs. and it runs fine until it starts warming up. As it progressively warms up the truck progressively gets worse until I can hardly go up a hill at running temperature

UPDATE: When truck is running the CMP reference wire jumps between 1.6 and 2.3 volts back and fourth
