Cool Fuel Pressure Blues

Tahoe 1999 5.7L fuel pump died years ago, but after replacement the vehicle has had poor starting cold, very poor when very cold. But the car ran and I had to use it. Things got worse when a failing EGR valve added spice, but replacing that fixed those symptoms. Finally tested pressure at Schrader valve: 54 psi . Then checked max pressure by tapping into fuel line at filter, and 54 psi is the maximum ! Voltage is good as far as I can test it, until I drop the gas tank and test what is actually getting to the pump. OKAY, has anybody ever seen a replacement pump put out 54 psi max? By the way, I did change the fuel filter before I checked fuel pressure. Any ideas anybody? Maybe I should have changed the fuel filter at the same time I put in the replacement fuel pump. Reminds me of the time I forgot to turn on the air of my scuba tank as I hustled after the group I was guiding. You know the saying: The cobblers children have no shoes. Thanks, chicoche.
