this is killing me

Temp gauge.
So Temp gauge worked fine until I stupidly shorted out the electrics. Then it refused to budge. took it out and the needle is floppy, so I must have fried something. d'uh.
at the time, seeing as the cluster was out I cleaned all the connections, tested continuity, tested the sensor wire for continuity, cleaned off all that too.
Ordered a new gague.
Arrived today. Removed the cluster popped in the new one.
stuck it in the truck 1078, 350V8 P20. Now the needle maxes out to "H" when on the key. turn the key off and the needle doesn't reset.
took it all out, swapped over the shunt resistor, checked all the continuity again. made no difference.
tried removing the lead from the sensor and grounding it. needle budges a tiny bit but doesn't really move.
Tried putting the gauge in upside down. the needle swung all the way over to "C" position (which id now in the "H" position.)
I'm lost now. Any ideas what to test next or what might be wrong.
Thanks guys, appreciate your help.
