lights out
might be just a fuse, check your fuses. Typical a ground will cause more outages but that could be the case since the tail/running lights are a differnet wire. or a break in the system, but I wouldn't expect the instr. panel to be on the same line.

Pop the hood
On the driver's side their is a fuse distribution center
Open it and look under the cap to see which fuses are what
It's going to a mini fuse
Check to see if it's blown. Next I would move to the lights the lights them selves and see if the bulbes are ok. It's doubtful that both blew at the same time but you never know.
Then I would go to the brake switch on the brake pedal and see if everything visibly looks to be in working order.
As for the other posts it's not going to be a maxi fuse and the brake lights are not tied into the cluster. Not sure where you got that from.
