Default reprogramming abs control module

i bought a used abs control module to put in my HHR because the old one was bad. It needs to be programmed i'm assuming because the abs light is still on. I made an appointment at the dealer and they said it was $113 pass or fail. They proceeded to tell me that used ones are difficult to program and most of the time VIN locked. They said they wouldn't know until they tried. I'm wondering if i should even bother wasting the $113 or just put it towards and new or refurbished module. The dealer told me sometimes they have problems with new ones too. I paid $80 for the complete abs assembly from a salvage place so if it did work that would be great. Any advice from someone who has been through this??
