Default TPS low voltage

I have a 2002 Chevy Silverado 1500 with the 5.3. My TPS is reading 2.8 volts as a return signal so I replaced it and it is still reading 2.8v. Anyone have any ideas as to whats causing this? When I bought the truck the PCM fuse was blown went a replaced that and the fuel pump. Also replaced the intake gasket and cam and crank pos sensors. If I remember right the truck used to tack up fine in gear and had plenty of power now it doesn't go about 2-3k rpms in gear.

post the code that is setting.
is the vehicle drive by wire throttle actuator with accelerator position sensor or conventional cable from the accelerator to throttle?

It's not throwing any codes which is weird and its a cable throttle body.

Installed the new one Do you see any voltage change with key on, and moving the throttle? O resistance change with key off, and DVM set to ohm?

do you have a scan tool that can view the tps sensor voltage live?

when you unplug the tps connector
the 5 volt ref should have 5 volts when measured with a voltmeter
the grd should have 0 volts and when a dvom is connected across the 5v and grd wire...you should have 5 volts
depending of the system...the signal wire can have 4.8volts or 0 volts.

check those voltages with the connector unplug and report back

secondly
unplugging the tps connector should set a signal high voltage dtc = open circuit
-jumping the signal to 5 volt power should set a signal low dtc= short dtc
if you get both of those codes, the wiring is good.
