I'm new to this forum, came across it searching for repair info. I have an '03 Malibu with a common problem. The blower only works on 4 & 5. I have found that it is probably the resistor. I also see that it is the subject of a TSB.
Does that mean that a dealer will replace it at no charge to the owner, or does it just mean that GM knows it's a crappy part and that dealers can expect to make a lot of money replacing them?

A TSB is a technical service bulletin and tells you how to fix it. ARECALL notice is when the dealer will replace it at no charge to the owner. Did you get a letter in the mail about the recall?
