Default 2003 Impala electrical

I just bought a 2003 Impala base model will not start.
The previous owner bypassed the passlock with resistor but has stopped working and can't start.
When key is on ACC dash cycles through battery then wrench then passlock.
Doing the 10 min reset 3 times doesn't make the passlock go away.
I got the car with blown door lock fuse which I replaced but power locks using door buttons still doesn't work.
Fobs don't work and I replaced batteries in them but doesn't sync.
Radio clock displays time but radio won't turn on and won't access settings by holding display button.
Low battery protection relay keeps clicking I swapped relay but still clicks. Even clicks when I have charger on battery.
Without resistor Inline to the ignition switch ohm reading between from cut yellow wire to bcm and black wire to ignition switch is - 10.8 ohm with black probe on yellow wire, if red probe on yellow wire meter reads 1. The reading is same - 10.8 ohm if the key is out or key is on ACC.
