When you say they're not in sync, you mean the LH & RH don't wipe in unison? If so, that is not an electrical problem. You first need to make sure the wipers are in the fully parked/off position. Then with the hood open, look at the bottom of the wiper arm. You'll see a round plastic cap. Pop that cap off and you'll see a 13mm nut. With both arms properly positioned, tighten that nut. With that being said, if you've stripped the arm where it mates to the tapered shaft because the wipers were froze to the windshield, shame on you, you'll probably have to replace the arm. Sometimes....you can take the nut off and put a washer under the nut which will push the arm farther down the taper. You can only do this once, if you strip it again, it needs replaced.
