Default Malibu PROM Problem?

I drive a 2002 Malibu with a rev/surge/chuggle problem. We have changed
out the fuel-injectors, MAF sensor and a brake-switch. No go. We have then
re-flashed the ECM/ECU. No go. Then, replaced the torque-converter. the
torque-converter clutch, pressure-control solenoid, hydraulic-valve. shaft
and sleeve. No go. Next, the throttle-position sensor and the ECM/ECU
itself. No go. One tech tells me to replace more transmission internals
such as valve-body and another sez it could be a glitch in the PROM,
as that was transferred from one ECM to the next. Could it be the PROM?
That is a cheaper fix than trannie replacement.

Wow ... you are spending a lot of time and money and getting no where fast.
It's curious with the suspicion of transmission issues why the TCM wasn't considered ??

Is this at an independent repair shop?? If it is find somewhere else to go ... these guys don't know what they're doing.
If you went to these guys because you thought it was cheaper than going to a dealership, you should rethink what has been done and how much spent to get nothing resolved. Whatever savings you thought would be achieved is used up by now and you're still at square one.

If this is at a dealership these guys don't know what they're doing also, but you have recourse with a GM dealership.

Simply by contacting the general manager of the dealership and expressing your concerns about this may do something. If that fails you contact GM customer relations and they will contact the dealership on your behalf. GM will probably do nothing about the costs of the repairs but they will pressure the dealership in resolving this issue.
When GM corporate gets involved the dealership will be more attentive since they don't want their standing downgraded.
