Default 98 Lumina power trunk release

Just bought 98 Lumina. It has power trunk release button on dash with no wires attached. I found hot wire under dash that plugs into switch, but does nothing. This was an option, but did all cars without this option c
ome through with a yellow trunk release Button? At the trunk lock plate there is no solenoid. but a wired black plastic whoosy whats it. Is this supposed to work? Please help,
