Default lumina starving for fuel

Hello
I checked the fuel pressure on my 91 lumina 3.1 . I have 44 psi at the fuel rail. i sprayed it with either in the throttle body and it ran while sprayed either in it. I just wander is i have a fuel pressure regulator bad or something wrong with a fuel injector or a electrical problem

I don't know about a 91, but I suspect it is the same as my 96 with 3.1, I read in Haynes that fuel pressure is 9-13 psig, and there is no regulator. That is what I read going through issues with my car.
