th350 shift problem

Default th350 shift problem

Ok so Ive rebuilt my SB350 and discovered i was having issue with the trans. what was happening was when driving it done fine shifting but when I let off the gas it acted as though it the brakes were dragging because it didnt just coast like it should have. then it stopped shifting into 3rd gear. Ive figured out that its the governor but I suspect the may be more to it than just replacing the governor . what Im want to know is the fluid pressure galley that controls the governor easily cleared with air w/o removing the whole trans. I did change the fluid and filter and the pan was relatively clean no real signs of wear for a 74 c10.
Or could this just be an issue with age and replacing the gov and seeing what happens be the first step to determine if its a bigger problem ? thanks for any help
