Question 97 S-10 LS: Replacing Dashboard?

Is it possible to replace a dashboard in a 97 Chevy S10? Mine has multiple cracks in it and I feel it needs to be replaced. Someone told me it's not possible due to the VIN # being attached to the dash and replacing/removing it is highly illegal. Is this true? If so what are my options? I'm also having to replace BOTH A/C *****, the one to turn it on/off/defrost/etc and the one to control the temperature, I found the **** for $17 a piece, is that a good price or can i find them cheaper?

Also I have a friend who sells and trades cars for a side job and he's willing to find me a 98 4 door Chevy Blazer to trade for my truck, is this a good deal or not? I'm just wanting to get something that has room enough for me and my friends to travel in since when we go to eat on our lunch break 2 of them have to ride in the bed while one can sit up front.

Also I feel a 4 door Blazer would be better for upgrading and putting a sound system into as opposed to a 2 door truck that wouldn't need a sound system anyways due to the small cab size.
