Default 1996 Chevy Vortec 5.7l Low Manifold Vaccuum

Any idea why my manifold pressure would be around 10? When I shut the motor off it goes to 30...but while running around 10 only? Maybe EGR? please assist..thanks

could be a egr valve or maybe intake manifold gasket, but i dont know why that would make the pressure go up when the truck is off?
