mine gets 13 as well with 31 inch muds, and the torsion bars cranked up, but it was the same even when i had the same size ATs. 13 is actually pretty decent for this series of trucks. But, while drivin like a granny i get around 15.

you can get a "tune",a K&N, and free the exhaust up. But thats alot of money to spend to get maybe 3-5 MPG gain

I'd suggest small tube headers , 2 1/4 duals with an H pipe close to the motor, dump the EGR, CIA, maybe gears if you can swing them. definitely a tune, from a reputable tuner "in the USA" . I used a canook and .......well, it was an excercise in futility, no usable post purchase support.
P.S. do not over size your exhaust pipes if you are wanting millage, you need the scavange properties to assist in the removal of gasses from out of the chamber.

do NOT use any type of programer... programers are only usefull on diesel's...you need a chip since yours is a 96..google blackbear tune... they will custom make a tune for your ride how you want it..including removing stuff like the governer at 100mph......

Ok thanks I'm not necessarily looking to get excellent gas mileage cause let's face it....its never going to be equivalent of a ford festiva. I'm just looking for a little more throttle response and maybe more horsepower but not killing my mileage. I'd like to keep it above 10 or so.

I've got a 98 with k&n fipk, exhaust, and a hypertech max power programmer and I still get 13 mpg. It's an old v8, they get thirsty. The ethanol that gets mixed in the fuel for winter kills mileage too
