2000 Silverado speedo no go

2000 Silverado speedo no go
Been crazy for a few years now over this. The needle is inactive while driving until I apply the brakes, then it works. Early on with this problem, if I hit a hard bump it would come back to life but does this no more. Also sometimes if I sound the horn the needle will peg but not always. Checked and cleaned grounds, pulled the cluster and repluged it , repluged the BCM checked fuses and still no speedo. The cruise control light will illuminate if I hold the button but that's it , will not set. All the other gauges work with no issues.
