Default '89 Chevy- Signals working, Hazards aren't

I have an '89 Chevy Silverado with a 350. My hazards are not working, but my signal lights are. Sometimes when I push in the hazard button, the hazards will stick on, but they won't flash. Sometimes when I push in the hazard button, nothing happens at all. I have no problem with the signals working. This has been the case since I bought the truck. I assume that it's a loose wire or plug somewhere. I was hoping someone could clue me in on what color wire(s) that I should be looking for. I tried replacing the wiring harness that runs down the steering column in case there was a short in that, but that wasn't the problem. The wiring in this truck has been thoroughly messed with and redneck engineered, I'd rather not bite off more than I can chew by just guessing at wires.
