Broken reclining latch?

Default Broken reclining latch?

I was cleaning out my truck today (1998 Silverado w/ 3rd door) and had the passenger front seat reclined back all the way. I was cleaning out the area between the top section and the bottom section of the seat.

Anyways, once finished i pushed down the latch to put the seat back to the normal position. The seat went all the way forward and is staying like that. The seat will move freely whether or not i am pushing on the lever (the one on the bottom portion of the seat). The seat will move freely but i cannot get it to lock into place!

Has anyone else had this issue? Is something broken inside the latch? What can I do to fix this? I have not tried taking anything apart as i figured it would be best to gain some insight first.

Any help is greatly appreciated.
