Default Cat Converter???

I've got an '04 LLY with an after market 4" exhaust. Last year when I got my safety done I was warned that I would need a catalytic converter on my exhaust. The guy told me he could warn people for a while and then had to enforce the issue. I don't want a cat. converter on my truck, that simple. Does anybody have problems with this or should I just take my truck somewhere else?

Every were you go it should be the same, car/truck's are required by law to have catalytic converter's, if you live in an area where there is no inspection then you are fine.
