Default center instrument panel fuse block

I have a 2004 silverado 2500HD w/ 6.0 gas engine. The owners manual says there is a fuse block under the dash to the left of the steering column. The reason I want to access this is to check the Headliner wiring connector 1. My map lights stay on when I shift into drive and remain on for 10 minutes or so after the engine is shut down. How do I access this panel? Do I have to remove the knee kick panel beneath the steering column?
