Default dana 44 vacum/actuater not locking in. need help

is there a site or a diagram/instructions on how to fix this issue maybe put a plug or is there a cable i thought i heard of that you can do to fix this. it has lockers on the hubs, dont know if someone put them on or if it came that way but the hubs seem fine but the axle is not ingaging. it started popping in and out at first and now does nothing. any help would kick *** guys thanks.
