Default Diesel Production

I have been looking for/at new diesel trucks. Most dealers have been telling me that production is stopping for 6 months to allow new emission models to be produced. Can anyone explain what is going on any better??

I was told by my local Chevy fleet salesman that this was going to be very expensive, it's also why the stopped plans for a small diesel for the 1500 series trucks.
