Default This doesn’t look right

Hey all. I was putting oil in my ‘94 C1500, and noticed this. The component circled in red appears to be broken. Can anyone tell me what it is, and if I’m right that it’s out of order? It is to the right of the engine.

looks like a steering shaft joint

Is it a torn rubber boot on the shaft? If so it is opening the joint to the elements and should be addressed.
