We have a 98 chevy 3500 1 ton dually with a 454 we changed the oil and after that every time we start it when it is cold it will knock for a minute or two. We put a manual gauge on it after it warms up it had 9 psi so we put a oil pump in it and at cold start it still knocks all bearings were checked and looked good we was told somthing about oil pressure release by the filter or on the filter please help if anyone knows thanks

Welcome to the forum!
I dont think any oil filter when new would cause restriction to cause a knock, You mean a blow-by valve in the oil filter right? lets see what some of the more advanced guys here have to say.

some times the cam bearing's can be a problem i believe # 8 is the last one to get oil .hopefully all the oil hole's are lined up in the block when they assembled it .

Before the next oil change a day before or so pour a can of seafoam in the oil and drive about 40 or 50 miles then change the oil.Make sure you get the engine up to operating temp for most of the driving time then change it.That should help pull some of the gunk out of the oil holes and passages and build pressure faster.
