Default heat temperature control

On my 2000 Chevy Silverado: When I turn the heat dialto the hot temperature setting, the heater will continue tostay atthe same high hot temperature air even when I turn it back to fully cool temperature.

In order to get back to the cool temperature, I have to shut engine off and wait about 20 minutes or so, then re-start engine.
Any helpful ideas would be appreciated. Thanks
