Hood not latching properly

Problem is with a 2001 Silverado. When pulling the hood release handle the hood will open normally. The release handle does not fully return to it's resting position. I can manually move the arm on the latch that the cable attaches to back to the relaxed position and then close and latch the hood. The arm on the latch seems to move normally with light spring tension once the cable is pulled back from the latch end. Anyone seen this before? My theory is the cable is about to break. Does the emergency brake pedal have to be loosened to replace the hood release cable?

I had an 87 j-body that I could not open the hood. Took it to the dealer.
I don't remember if I broke the latch inside or whatever - but they said they had to use pliers to pull it open - and then I guess they removed the grille and broke through underneath the rest of the way... Not sure why she was locking me out...
But I paid for a new cable system.
Maybe my stuff was out of alignment.. not sure.
