Default Installing Fuel Lines

Hi guys.. I'm installing fuel lines in my 1995 Chevy 2500 Diesel truck, there is a connector/tie down or whatever you want to call it on the top right of the engine that is holding down the old fuel lines, I can't figure out how I get this to open up to take out the old lines and put the new ones in, I tried taking a picture showing what I am dealing with but there is a group of wires in the way to show I'm i'm talking about anyone have an idea what I'm trying to describe? and how to open this up to get the old out? thanks for any help
