Default new with starting truck trouble

so i just got my truck 3 days ago. it's a 99 with 121k miles. 4x4 ext cab silverado short bed 5.3 v8. I live in NJ and it's been pretty cold but when i go to start the truck this morning and thoughout the whole day, it turns the first time but doesn't catch. the second try right after it starts up like a normal truck should. i tried put the key in the "on" setting then cranking it and it turns on with a bit of gas.

not enough fuel coming though the pump? or not fast enough?

and quick, can a 15" rim fit on my truck since its a 16" stock rim or will it brush up against brakes?
i searched but didn't strike up any luck

15" will work. i had 15s an still ahd least a half inch clearance between rim and caliper

i have the same truck with the same miles and the same problem, mine used to do that all the time, but i took off the idle air control valve and cleaned it and it only does it one out of 6 or 7 start ups, ive been battling this for the last year and decided that it just something its gonna do. Hope that helps.

yes thank you both. I bought all new spark plugs today, new fuel filter, and Gumout for the tank. also 2" leveling kit I haven't had the truck for a week. The plugs could definitely use a changing. so waking up early before work tomorrow and crawling under.

so I just finished changing out the spark plugs. man, what a b*tch to get to the two in the back, i'm just too short. replaced the fuel filter. I blew into the old one because you're supposed to get air to flow through freely. well, the air didnt come through the old one. new one it went right through.

truck started up within 2 seconds.

gumout at the end of the week once my tank is almost empty.
