Re-circulation button and A/C

Re-circulation button and A/C
In December 2014 i traded in my Dodge Ram for a Silverado. This truck is beautiful and drives like a dream, unfortunately the service department is a joke.
I took my truck in for its 1st service appointment where they do the oil change, inspection, ect. Upon arrival I told my assigned service advisor that I had the following concerns:
1. the A/C when I turn the truck on blows warm air for awhile before cooling off. The amount of time it takes to finally blow cold air worries me because I had a similar problem with my Dodge and eventually the A/C broke.
My service advisor told me that "that is normal and it always takes time to blow cold air".
2.The air re-circulation button is clearly not working. The outside air is being circulated into the truck while the light is on. This has been having for at least the past month and can smell fumes from other cars, pollution, ect inside the cab.
My service advisor's response to this was "these things dont need replacing" and "it is just going to happen. If you drive through a smelly area the stench will end up inside the cab."
I asked him to please note these concerns in my file but when I picked up my paperwork it did not reflect any such notation.
Can someone please advise me on any of these issues and if this is how customer service is here at chevy?

Thanks for your post and welcome to Chevrolet. It is with my sincere apologies that you've experienced concerns with the A/C and air recirculation button on your Silverado. Please know that our certified dealers are independently owned and operated in the matters of sales and service. Despite that fact, we do our best to assist customers when working with those dealers regarding any issue they may have.
While we are not present to provide technical advice (or help fix vehicle issues over the forum), another option -- if you have not considered this -- would be visiting and getting another opinion at a second certified GM dealership. Should you decide to do this, what I can do is contact both Customer Experience Managers (CEM) at that dealer to help investigate your concern and assist you with finding a positive resolution. Once contacted, the CEMs would serve as your main point of contact throughout the process. Please let me know what's best for you.
Kind regards,
William R.

What year truck?
set the blower motor speed to max, if the recir door is closing, you should feel a increase in the speed and sound of the moving air.
you could also find the actuator and watch if it moves when the re-circ mode is set.
the dealer could connect the scan tool and watch the door position counter change...indicating the door is moving.
there is a lag time for pressure to build up before the a/c works...so how long are we talking about. is the hvac system is auto mode when this happens?
these are all easily answered questions that dealers get all the time. The vehicle is most likely operating as designed but different from your old vehicle. The service writer did not handle this properly.

What is the temperature where you are located?
Are you waiting at idle for the AC to work or is it still bad when driving?
Stick a thermometer is the vent.. You should see at least somewhere around 40-42f depending on location.
