Default Removing the rear upright panel on an '89

I'm trying to replace the rear speakers in my 1989 standard cab silverado, but I can't figure out how to remove the panel it sits behind because of the seat belt. The seat belt bolts into this same panel above the speaker. How do I remove this panel and/or get around the seat belt?
