Default speedometer sticks at 40km/h

My 2010 Silverado ltz has been acting up lately.
It's Speedo will stick at 40 and never go back to zero. I have read that you can fix this by disconnecting your battery and 're connecting it. So far this method has been successful I just would like to know what is causing this and what permanent fixes I can do to solve this without getting a new cluster etc.

Ps this is my first post so maybe there's a chance I'm posting in the wrong area
