Angry strange electrical problems (headlites) 2000 silverado

hey there! got a 2000 Silverado thats giving me headaches...

-2000 silverado LT, bought used 2 yrs ago..
-low beam, currently running a 55w HID kit. was installed about 14 months ago and running flawlessly until now.
-high beam, just your standard halogens.

Last week, the passenger side HID went out due to a bad ballast. But for some reason the hi-beams wanted to stay on constantly with the low-beams. Not only that, but it seems they are working at "low power" or half power, as they arent near as bright as they should be. This is really really strange.

When there is NO bulb (halogen or HID) plugged into the pass side, the whole system works fine. (no hi beams, driver's side works.) But when a bulb is installed it seems to go haywire. It's almost like the low's and high's are being fed "half power" when they're on. Extremely strange. Looking for help and feedback on this issue to possibly troubleshoot, as i need my lights to work. I've got another HID kit on order (yah i like my D's.) Thanks a ton for your help and for reading this. much apprreciated

update: tried to replace the ground to no avail.

-removed HIDs and went back to stock everything, still not working properly
-metered both sides hot wire, 12V.
-installed a redundant ground straight to the battery, still no luck.
-passenger side still works at "half power" while driver side works fine, no matter what bulb is installed.
-still, when a bulb is in the passenger side, everything is screwed up, but when no bulb is installed, driver side works fine. no weird half power constant high beams BS.
-headlight switch is new, and hi-beam toggle switch/signal switch has been replaced. still doesnt work.

running out of things to try here while having 1 headlight. still very open to any possible advice. thanks

Have you looked into issues with DRL's. I had similar problems with my 97 2500 years ago and it was problem with daytime circuit.

My era of truck has the DRL on a different circuit.
