Default Windshield wiper woes.

Wel my impulse module quit working, well not really the wipers wouldn't turn off (okay in the rain, but when the rain stops?). Truck is a 1995 Chevy silverado. Well I replaced the impulse module made sure the contacts are at the specified height, 1" and installed the module. What happens now is the wipers get a full wipe on the windshield and park part way up the windshild when turned off. You say adjust the contacts well I did that for about an hour, I can make the wipers park farther up the windshield but I can not get them to go down all they way. When I turn them off they park up in view on the windshield and when I turn them back on they wipe down first then go up. Can the action of the wipers be adjusted at the main arm / linkage coming from the wiper motor itself and "re-align" the wiper motion?
