In my wifes envoy, almost every gauges stepper motor has gone out. Maybe its the same for this? I've replaced them all myself, its pretty simple and a lot of guides out there. I believe you could check it by taking out the cluster, and opening it up and then lightly move the gauge needles back and forth. If they feel sticky or don't budge at all, then the stepper is probably bad. Read up on it first, as you want to be careful not to "break" the needle off its spot on the post it rides on, at least not without marking its original spot anyways.
I think there is a write up over on GMTnation or Trailvoy on how to replace the steppers.
FWIW, some of the ones I have replaced would not move at all. The temp gauge was one of them, so I had to kind of guess where its natural position when off would be. It now works but rides a click or two above where it should be at normal operating temp.

A new I/P (Instrument Panel or aka instrument cluster) is about $300 on Rock Auto. It's a Dorman part # 599350. If you get a used cluster, it may have the same issues as yours unless it's newer.
