1999 Tahoe 5.7 Timing

Hello everyone. New to this glorious place. I've always been a chevy guy. But I'm bout to redefine my association with the vortex engine. I have a 1999 chevy Tahoe with a brand new crate 5.7 long block. I started have rough engine performance about a year ago. Started out just a t cold Temps. And now has progressed to pretty much all the time. Changed fuel pump, injectors, distributor,ICM, TPS, Idle air motor, MAF, crank sensor, knock sensor and all plugs and wires. The engine swap was the last thing done. Still runs like crap and slow on cranking. We hooked up to a scan to check the retard and after first crank it hits zero....then as soon as you hit the gas it goes to -11.98 and stays there. It will shoot up to -12.29 when you really get into the throttle. Adjusting the distributor we can get it down to about -7.98. Now when we unplug the distributor it cranks much better but still runs like crap..(no power/slight backfire). I mean the only thing left is the PCM....What am I missing guys? Any ideas or recipes are welcomed and greatly appreciated.
