2007 Chevy Suburban Liftgate Fuse Issue

Hi,
I have a '07 Suburban that has a liftgate that stopped working. I checked the actuator and it seems to work. I tested the switch using a voltmeter and it seems okay (but I'm no electric guru). There doesn't appear to be power going to the actuator so I sought out the fuse which I believe to be position 44 on the panel. I used a test light on both sides of the fuse and there is no power on either side of the fuse. Is this normal? I wouldn't think that the fuse is a switched fuse but rather a "constant" fuse. (meaning that there's power at the fuse constantly) I checked the cannon plug at the actuator and there is only one of the pins that has power but it isn't the pin that runs the actuator.
Any thoughts?
