Question 2008 Suburban lift gate won't CLOSE

My son has a 2008 suburban and when you press inside or outside lift-gate close button the gate comes down about 10 inches and then reopens. We disconnected lift rod at door and manually close door about 10 inches and hear the mechanism in the gate sound. if we press the door close button with the rod disconnected the gate rod pulls down properly. If we try to hold the rod manually the rod still pulls down properly. When we lower the door manually with the rod disconnected we hear the sound at about 10 inches. We disconnected the shocks and the door still acts the same. It is a puzzle. It is like something in the gate itself is telling the the motor to reverse even when the push-rod is disconnected. Anyone solve this issue before?
