Default 2008 Suburban LTZ - Recovery Hooks

I have a 2008 Suburban LTZ. 10 years ago I had the front recovery hooks removed and had a mount added so that I could attach a fishing pole holder to the front. I am going to sell the vehicle and wanted to put the recovery hooks back on. I have removed the mount that held the pole holder but can't get the recovery hooks to slide back into the frame. Recovery Hook assembly appears to be 1/8 inch or so to wide at the bottom of the frame member. Is there a secret to getting them back in? Is the frame member wider at the top than the bottom? Is there an easy way to get them back in without removing the bumper (which I'm not going to do)?
