Default 2008 Suburban P0430

I have a P0430 error code that keeps coming up. I took a look at the voltage on my O2 sensors and see very little fluctuation in Sensor 2 for Bank 2 (looks the same for Bank 1, see attachment). Could it still be my cat? Should I try replacing the O2 sensors?

O2 sensor would be cheaper, and to have a cat last ten years, I'd say replace the sensor. It's looking like it is flaking out .

with a properly functioning convertor, the rear 02 sensor should switch slower than the front. if they switch at the same rate the p0420 p0430 dtc will set. the pcm compares cross counts of the front and rear 02 sensors. if the front 02 switch rates are normal...the problem is the cat
