Default Is engine bad?

A buddy of mine has a 2006 Chevy Tahoe 4.8l with approx. 150k. His symptoms are blue smoke but not all the time, noisy lifters at startup and over time after warm up, burns about a quart every 500-1000 miles. Also has some loss of power since new(maybe normal). I have heard there are problems with the 5.3 cams is this with the 4.8 also? Thanks for any advice in advance.

blue or white smoke may be from coolant in the combustion chamber...
