Default Fan doesent blow on step 1 and 2

My fan wont blow on 1 and 2 step. 3,4 and 5 works. Thought it was the a/c panel so i replaced it with a brand new one. But still i got the same problem.
Someone?

Check the blower motor resistor and also check that the blower wire harness hasn't rubbed through at the right side instrument panel lower support bracket near the fuse block.

Check the fuses under hood and IP.


There is also a blower motor control module that could be faulty.
