I'm in Colorado and just inherited a 1994 Chevy Suburban that is HEAVILY customized and modified. One of the modifications is that it has a Cadillac grill and taillights. the truck is in fantastic shape. The cost to build one could easily be $20 000. stereo and lights $1700, tires $2000, rims$1500 and lift kit$5000 installed; in Canada. Parts are cheaper in the states.
